Maintaining state-run colleges
[ Junroi Mamai ]
About every district in our state has a government college which is struggling to function because of poor infrastructure facility. It is an undeniable fact that poor college infrastructure has a direct impact on the quality of education it offers to most of the state's students. The state currently has over 20 government-run colleges besides, three institutions under central government, the National Institute of Technology and North Eastern Regional Institute of Science and Technology and the Rajiv Gandhi University. Also functioning in the state are nine privately-run colleges in addition to teacher training institutes and college of horticulture and forestry.
Most of the government institutes are in a poor state despite crores of funds being sanctioned by the central government for college infrastructure development. Complete absence of accountability concerning proper implementation of funds has facilitated widespread corruption by government officials who siphon off the funds meant for college development.
A usual government college is marked by its decrepit structure, has inadequate classrooms and toilets and is always short on teaching staffs. Students have to choose their courses depending upon the availability of particular subject lecturers. These are common issues in all of the government colleges of the state.
Considering such sorry state of affairs of our education sector, it seems highly improbable for the state government as to be able to ensure the proper growth and development of all the new colleges and institutes it has lately announced to establish in the state.
In April last year, the GoAP has announced establishment of the first government engineering college of the state at Toru in Papum Pare district with proper funding from the Union Ministry of Human Resource Development. The Union Ministry has already released funds to the tune of three crores as first instalment for its infrastructure development. Another prominent project is the National Institute of Film and Television under the Union Information and Broadcasting Ministry proposed at Jollang Rakap, also in Papum Pare district. More recently, the state government has also approved for construction of a proposed college of Ayurveda under the ministry of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) in the state.
Yet, apart from these projects, one of the most awaited and vital project of the state, the establishment of a Medical College in Naharlagun has been sadly, facing unnecessary delay in getting started. It is over a decade now since the project has remained stalled due to reasons ranging from official ineptness to continued political instability. It is high time the state government starts paying more attention to the upkeep of state's existing colleges and institutes rather than announcing more projects only to keep them stuck in an endless limbo. Many an issue plague the state-run colleges and institutes, the focus of the GoAP, should therefore, be more on addressing those as the future of the state's thousands of students is at stake.

Flood affected villagers allege misuse of relief fund
Correspondent
ROING, Sep  25: The flood affected villagers of Anpum are crying foul over the misuse of the relief fund amounting to more than 25 lakhs, which was donated to them by various organisations and political leaders after the devastation caused by flood of two subsequent years   which almost completely washed away the village last year.
The villagers have pointed fingers at the ZPM 10th Anpum-Paglam Block for misusing the public fund along with his PRI leaders and ASM Anpum B segment. "We have been waiting since a year for distribution of relief material supposed to be procured from the relief fund. However, we were shocked to learn that the fund was misused by our own leaders", said a villager.
"The 20 lakh rupees announced by both MP RS Mukut Mithi and MP LS Ninong Ering, in the name of flood protection work under their MPLAD, to be executed by the DRDA Roing was also drawn from the department by the ZPM without any work done", alleged a villager.
The villagers informed that a meeting was organised in their village on 10.08.2016, which was attended by the GB and all the villagers, and the accused ZPM. "The ZPM accepted the misuse of the relief fund and said that he would return the amount to the villagers in three days time, but he has never done so till date", they said.
They went on to say that not only the money, but relief items have also failed to reach the flood affected people. "People from all over the state donated in cash and kind for flood relief for Anpum village but it is sad that the relief did not reach us. Only a couple of organisations that had distributed relief items in the hands of victims reached us. So, it is our earnest request to all organizations/ individuals that to make sure that your efforts do not go to waste, any donations you make for any victims should be made directly in the hands of the affected", said the villagers.

ALGs and state Govt

Arunachal Pradesh has been requesting the Centre to allow Advanced Landing Grounds (ALGS) in the state for civilian use as Arunachal is in the dire need of air connectivity in absence of proper road infrastructure. Not only the Chief Minister Pema Khandu, MoS for Home Affairs Kiren Rijiju and MP Ninong Ering  are also taking  up the issue  with  Centre. In August last, Pema raised the issue with  Union Defence Minister  Manohar Parrikar and requested him  to allow ALGs in the state for civilian use. Recently in Itanagar, Rijiju disclosed that he had discussed the issue with Airport Authority of India and as per the agreement executed with the defence ministry, there should be provision of civil terminals in all the ALGs in the state. Earlier, during NEC meet at Dimapur, MP Ninong Ering had strongly said that eight ALGs of Arunachal Pradesh must be opened for civil and commercial uses and should benefit the less connected state of Arunachal Pradesh.

There is a ray of hope as the Indian Air Force (IAF) made it's stand clear that it has no objection to the use of advance landing grounds in Arunachal Pradesh for commercial aircraft. "We make it clear that we have no objection to a civilian terminus in these ALGs. It is upon the state government, the Airport Authority of India (AAI) and the Directorate General of Civil Aviation (DGCA) to decide how to go about it. Establishment and operationalisation of civilian terminus and passenger/commercial flights is at their sole discretion," Air Marshal C Hari Kumar  had reportedly said  during his recent meeting with  CM Pema in Itanagar where  the CM made a strong pitch to make all the advance landing grounds fully functional in the state.  It is hoped the state Govt will now take up the issue with the AAI and DGCA at the earliest so that ALGs are made operational for commercial purpose too in the greater interest of the people of the state.

Humanity and the Planet

Dear Editor,

In the supernatural history of existence of humanity in the Planet, almost maximum species of dangerous animals especially Carnivore got extinct because of impact of destructive human activities upon the Nature.

Consequently, the souls of those dead and extinct killer animals transmigrated, got re-birth in the human form, and today the whole World is hugely populated with them, hunting and poaching upon the other fellow members of humanity worldwide.

The need of time is intelligently guide these sections of humanity with ruthlessly barbaric souls towards the path of wisdom and enlightenment in the paramount interest of harmonious existence of the humanity and the Planet.

Yours,

Dealing with vitriolic neighbours

Dear Editor,

Pakistan has once again shown its real nature by unleashing an attack on Indian army’s 12th Brigade headquarters at Uri on Sunday which killed many of our brave soldiers. The Modi government is facing an intense public anger across the country which demands a military action against Pakistan.  It is not the first time Pakistan tried to shatter the peaceful mind of India. It was in 2001, using a fake entry pass, some of the Pakistani terrorists drove into the Indian Parliament. Almost twelve people were killed in the gun battle. Later in 2008, ten dangerous terrorists sailed to Mumbai from Karachi and blew up the lives of many innocent people. Again it was on 2nd January 2016 did they try to bleed us by attacking the Indian Airbase at Pathankot where almost seven brave soldiers of our country were martyred. The famous Modi rhetoric is still resonating after the Uri attack as it is not the time to write “love letters’ to Pakistan, but stringent military action that the country is demanding. He used the ‘love letters’ rhetoric satirically against the previous government but now people remind him of that.

The government seems to be in search of ways by which they can teach the vitriolic neighbour a lesson. The old ways of isolating Pakistan in the international forums and stamping sanctions on it seem to be unrealistic these days. America was the only country which used to be supporting Pakistan with economic and military support. And whenever a pressure was required, they could stamp sanctions on Pakistan and control its willful behavior on India. With most of the terrorist breeding farms in its soil, it has been a proven fact that terrorist ideologies across the globe in whatever forms and fashions they exist are directly or indirectly in touch with Pakistan.  India is not surprised at the belligerence of Pakistan these days as the country is largely supported by China. Pakistan seems to be not under the power pressure of America anymore as China and Pakistan have come closer in terms of economic and defense partnership. China’s silence at the Uri terrorist attack speaks a lot as to what they think of India’s emergence as a powerful country in the Asian region. Pakistan is confident of China’s support and seems to be least bothered about America’s red eyes. Even if America stops its military cooperation with Pakistan, it can gain the same from China. For China it is not Pakistan but India is the country that should be stopped from lifting its head.

Pakistan is a tool that China can use against India. It is the same reason that holds India back from entering a defensive attack against Pakistan in to its territory. It is reported that China has hugely invested on infrastructure in Baluchistan and Pakistan Occupied Kashmir. India’s military intervention against the terrorist camps in these areas may largely destruct these establishments and India in return should face a real red China.  Therefore, it seems Pakistan is confident enough to try scratching our back from across the border with the gigantic China behind them. A replica of India’s recent attacks in Myanmar soil to eliminate militants could be tried in PoK too. But the Pakistan military will also be alert and aware of such a move and it might turn into a complete war between the two neighbours.  With Pakistan often blackmailing India with a nuclear attack on us, if India takes any military movement against them; being a responsible country, India should check all the options in detail before venturing an attack on our radicalized neighbor. India’s diplomatic initiatives began to bear fruit as two members of the U.S Congress demanded the need of Pakistan be declared as a ‘Terrorist State’. They demanded this in a bill which was introduced to the American Congress named “Pakistan State Sponsor of Terrorism Act”.

With China being a country backing Pakistan’s nefarious intentions, it is time for Indians to take a resolve to boycott the Chinese products. We must shed the habit of purchasing products made in China. The money that we spend on their products will ultimately come to us in the form of cross border tensions and destabilizing practices. Unfortunately what bleeds the heart of a common man is the way how the politicians and some sections of the media react to the attacks in Uri. Instead of standing by the grieving family of the soldiers, some of our leaders took it as an opportunity to settle scores with the government. One of the television anchors felt that the attack could be a deceptive and concealed operation carried out by the Indian Army on its own soldiers to play a culprit card on Pakistan. The attack on India by Pakistan bleeds us hundred times but the attack by our people on our own country on TV screens bleeds us through thousand pores.  We are a 1.2 billion country but we should not speak as 1.2 billion minds. We must have one voice against our enemies and that is enough for them to flee.
